Erik Goepner , currently serving as a military comrade at the Center for Strategic and International Studies , argues that the Afghan counterinsurgency was all - but - designate before U.S. troops ever set down there . The reason , he write , is “ the high charge per unit of mental disorder ” in Afghanistan and other slight states . permeant depression and post - traumatic stress disorderliness leads to a sense of “ learned helplessness ” among the people . What that means for the American military is pretty basic , Goepner argue . Avoid counterinsurgencies unless its an absolute do - or - die situation . And if you launch that kind of warfare , plan to bide a retentive , long meter . Fragile psyches make for slight institutions ; it takes eld , maybe decades , to set ashore them up .
Only seize and contain terrain where you plan to provide security around - the - clock . “ Touch - and - go U.S. or host nation presence sets the population up for increased insurgent intimidation , ” Goepner writes . “ No security or government presence is preferable from the universe ’s perspective to only having some security and presence . ”
Finally , make certain you wreak a whole gang of psychiatrists to the field of battle . With population so traumatized by warfare , you ’re going to need them .
